Convicted Sex Offender Charged with Megan's Law Violation

A man who is a convicted sex offender is facing charges of failing to notify police of an address change, as required by Megan’s Law.

Kevin M. Kelly, 32, of 274 Port Monmouth Road, in the Port Monmouth section of Middletown, was arrested on March 26, and charged with the fourth-degree offense by Detective Laurence Schactel.

Kelly had been convicted of sexual assault and endangering the welfare of a child.

Schactel signed the complaint warrant, which had Kelly’s Middletown address on it.

According to the initial Middletown police arrest record, Kelly’s address was listed as Third Avenue, Myrtle Beach, SC.

He was held on $15,000 bail with no 10 percent option. His initial court appearance date has been scheduled for April 23 at 9 a.m.

Kelly had been arrested three days earlier, on March 23, by Middletown Police Cpl. Joseph Glynn, according to Middletown police records. He was charged then with failing to register as a sex offender, violation of community supervision for life and on contempt of court warrants issued by the Atlantic Highlands, Keansburg and .

He was held on $8,800 bail with no 10 percent option.
