A Highlands woman was allegedly found in possession of 17 bags of heroin, according to an arrest warrant issued by the Middletown Township Police Department.
Fiona L. Gallagher, 21, of Navesink Avenue, was arrested in Middletown on Friday, Nov. 16 and charged with one count of possession of a controlled dangerous substance.
Patrolman Robert Shannon was the arresting officer.
Gallagher was remanded to Monmouth County Correctional Institution on $2,500 bail. An initial appearance date has been set for Monday, Dec. 17.
Most of those moving to middletown from staten island or brooklyn are affluent enough to get out of those awful places and purchase a descent house here. IN my experience around here the great majority of those arrested for drug possession/dealing are locals who have been here for some time. There's been plenty of "garbage" around these parts in certain areas for many many years.

Also, there will always be people who will seek out illicit or licit drugs, always was that way and always will be that way. An enlightened drug policy with efforts directed towards vocational rehab and away from spending huge amounts of time and money fighting the ubiquitous weed user makes a lot more sense. Anyone who needs heroin is self-medicating, just as the alcoholic or chronic user of any mood altering drug is doing. It's time to get ourselves out of the habit of blaming the victim and take the steps an enlightened society should be taking in reclaiming the lives of so many who could be saved from this scourge.
Also, my families existence in this area may be traced back to the American Revolution. I'm not aware of a single drug problem in my family tree..
